Apply to the Program

Submit the Encore Federal Advocate application. Business entity required (LLC, Corp, or LLP). W-9 collected for federal tax reporting on payouts above six hundred dollars annually. Federal employees are not eligible and the application includes explicit federal-employee exclusion language under 5 CFR 2635 and 18 U.S.C. 201.

Receive Your Advocate Mark

Approved advocates receive a unique Encore Federal Advocate identifier, a purple Encore Federal Advocate mark, and a tracked referral link. The mark is sized for websites, email signatures, LinkedIn, and capability briefs. The tracked link routes federal contractor visitors to the Encore Federal AI Readiness Audit page.

Get Paid On Closed Referrals

When a federal contractor visitor referred by your Advocate mark closes a paid engagement with Encore within ninety days of click, the referral payment is credited to your account. Payouts are reconciled quarterly and paid by ACH or wire after engagement payment is received by Encore. Federal Program tier engagements are excluded under applicable procurement integrity restrictions.

Who Is Eligible
  • Private-sector business entities (LLC, Corp, LLP, sole proprietorships with EIN).
  • Federal-network advocates with active rolodexes in federal contracting, GovCon advisory, federal proposal development, or federal AI procurement strategy.
  • Federal contractors who recommend Encore to their commercial peers, sister-company clients, or industry-network connections.
  • Sales consultants, business development professionals, and federal-vertical advisors with a documented federal-customer reach.
Who Is Not Eligible
  • Federal employees, federal civilian agency staff, federal military service members, and contractors working as federal employees. Disqualified under 5 CFR 2635 and 18 U.S.C. 201.
  • Active source-selection participants on any federal procurement where Encore is competing.
  • Anyone with influence over a federal contracting officer’s evaluation of an Encore proposal in any agency.
  • Federal Program tier referrals are excluded from referral compensation under FAR Subpart 3.1 and the Procurement Integrity Act.
  • Individuals without a business entity for tax reporting. The program reports payouts above six hundred dollars annually via 1099.
Legal Posture

Designed for defensibility under federal procurement integrity rules.

The Encore Federal Advocate program is structured to operate cleanly under federal procurement integrity, federal employee ethics, and contingent-fee restrictions. Three specific design decisions support that posture:

  • Federal Program tier referrals are excluded from compensation. Federal acquisition referrals are not subject to referral payment under FAR Subpart 3.1 and the Procurement Integrity Act (41 U.S.C. 2102).
  • Federal employees are not eligible. Federal employee participation is explicitly excluded under 5 CFR 2635 and 18 U.S.C. 201 (federal bribery statute). The advocate application includes acknowledgment language.
  • Advocates do not influence agency evaluation. Advocate referrals route federal contractor visitors to Encore’s public-facing readiness audit page. No advocate has discretion over federal agency procurement decisions.

Advocates are independent contractors of Encore Services LLC for the limited purpose of this program. Encore reserves the right to suspend or revoke advocate status at any time for violation of the program terms, sloppy or off-brand promotional activity, or any indication of activity inconsistent with this legal posture.
