Federal program managers, contracting officers, and AI acquisition workforce educators can reference the EFAIRA methodology, framework alignment, and supporting artifacts without engaging Encore commercially. The methodology is published as a public good and is intended to lift the floor on federal AI procurement assessment across the workforce.
The methodology is more valuable as a public reference than as a closed product.
Federal AI procurement is moving faster than the assessment infrastructure that supports it. GAO-26-107859 explicitly identified the absence of cross-agency lessons-learned sharing as a barrier to better AI acquisition outcomes. The EFAIRA methodology is published openly so that any federal program manager, contracting officer, or acquisition workforce trainer can reference and cite it in their own work.
Encore charges for the application of the methodology to specific contractor assessments. The methodology itself is free. This is the same model proven by NIST AI Risk Management Framework adoption, FedRAMP methodology publication, and the broader federal cybersecurity baseline practice.
